Created by the 1872-1873 territorial legislature as Burbank County, being named for John A. Burbank (1827-1905), governor of Dakota Territory from 1869 to 1873. It was renamed at the 1874-1875 session for Judge Alanson H. Barnes (1818-1890), associate justice assigned to the northern half of the territory.
